THE ANNUAL REPORT OF LLANGARRON PARISH COUNCIL
2010-2011

During the 12 month period since the last Annual Parish Meeting, the Parish Council has met 12 times and there has been a good attendance throughout by the majority of the Councillors.  Llangarron Ward Councillor for Herefordshire,  Mrs. J. Hyde, has attended some of our meetings.  The Parish Council has been pleased to note that numerous meetings have been attended by members of the public and their support and interest has been appreciated.  We have received visits and input from the Local Police based at Ross-on Wye.


For the first time during the four year term of Office which ends in May, we are pleased to report that no changes have taken place as a result of Councillors resigning and the commitment of the 10 Councillors who will have shortly completed the four year period should be commended and grateful thanks to the three Councillors who have been co-opted on during the four year period.  Elections are due to take place on 5th May, 2011 and a supply of Nomination Packs are available from  the Clerk.


The Annual Council Meeting was held in May, and at that Meeting Mr. G.E. Lane was elected as Chairman; Mr. J.C.L. Harris was elected Vice Chairman and Mrs. J.A. Bailey was reappointed as Clerk.


We are pleased to report that Mrs. Bryan still continues to undertake the work of Parish Footpath Officer and she has done an excellent job of keeping paths open and maintained.  It should also be noted that as from 1st April, 2010 the Parish Council joined the PP3 Parish Paths Scheme again which means that we receive a Grant of £1250 per annum to carry out work on the various Footpaths and Mrs. Bryan has done an excellent job of organising this work which has been carried out by EnviroAbility.  The Parish Council are extremely pleased with the system and have agreed to continue again next year.


The Highways Department have been contacted on numerous occasions during the year with regard to the usual Pot Holes, Drainage, Verge Cutting, Mud on Roads, Flooding, Salting, Snow Clearing, etc.  We also continue with the Parish Lenghtsman Scheme and our Lenghtsman Mr. T. Griffiths has carried out a lot of extra work for the Parishes covered by Llangarron Parish Council which would not have been done by Herefordshire Council and we are extremely grateful to him.


During the year the Parish Council have discussed many other items of interest amongst which were:
1. Organised the September visit of the Parish Freighter.
2. Recycling collection in Llangrove.
3. Continued discussions with Community First regarding Affordable Housing.
4. Relaunch of Parish Council Web Site.
5. Up dated the Standing Orders of the Parish Council.
6. Tree Preservation Orders.
7. Llangrove Play Area.
8. Water Pump at Llangrove.
9. Conducted a full survey of the roads within the area accompanied by representatives of Amey Hfds.
10. Amber Flashing Lights at Llangrove School.
11. Speed of traffic through the Village of Llangrove.
12. Received presentations from both Chairman and Vice Chairman of the Governors of Llangrove Primary School.
13. Llangrove War Memorial.
14. Legal Status of Footpaths in Llangrove with a view to adding some.
15. Shaping our Place 2026.
16. Scramble Races.
17. Broadband Speed.
18. Reports from Llancloudy Residents Group.


During the year the Parish Council had also been consulted by Hfds. Council on various issues by way of Questionnaires, etc.


The Accounts for the year were completed and adopted at May 2010 Meeting and have since been submitted to both the Internal and External Auditors, and were completed to their satisfaction.
