A Meeting of Llangarron Parish Council was held on Tuesday, 29th November, 2011 at Llangarron Village Hall at 8.00 p.m. with Mr. G.E. Lane in the Chair.
Present at the Meeting were Councillors Bailey, Brewer, Chamberlain, Cooper, Fisher, Harris, Hayward, F.J. Lane. G.E. Lane and Phillips. There were 5 members of the public present.
Apologies of absence were received from Councillor Morehead and Hfds. Ward Councillor for Llangarron, Mrs. J. Hyde.

The Minutes of the Meeting held on 25th October, 2011 having been previously circulated, were taken as read, confirmed and signed as a true and correct record by the Chairman.
DMS/112352/F – Proposed agricultural building at Tre Evan Farm, Llangarron, Ross on Wye, Hfds. for Mr. P. Reynolds. Planning Permission Granted.
DMS/112483/F – Erection of one single storey timber building on a concrete base to be used as a boarding cattery at Upper Park, Llangarron, Ross on Wye, Hfds. for Mr. and Mrs. M. Wilkins. Planning Permission Granted.
DMS/112726/CD – Proposed canopy at side of school at Llangrove C of E Primary School, Llangrove, Ross on Wye, Hfds. for Mr. P. Box of Llangrove C of E Primary School. Planning Permission Granted.
DMS/112727/FH – Proposed demolition of existing extension and replace with two storey extension at Collinsbill Cottage, Llangarron, Ross on Wye, Hfds. for Mr. A Heal. Planning Permission Refused.
DMS/112864/AM – Non material amendment to application DMS/110713/FH – single storey extension to add 2 velux windows to west side of extension roof at Gyford House, Llangrove, Ross on Wye, Hfds. for Mr. B. Halsey. Approval of Non-Material Amendment to Planning Permission.
DMS/112947/S – Proposed steel frame leanto adjoining existing building at Treworgan. Llangrove, Ross on Wye, Hfds. for Mr. B. Wallis. Notice received that Prior Approval is not required.
DMS/113142/AM – Non material amendment to planning permission DMS/112146/FH – repositioning of approved garage at Bay Tree Cottage, Llangrove, Ross on Wye, Hfds. for Mr. L. Shirley. Approval of Non Material Amendment to Planning Permission.
Grove Farm, Llangrove – It was noted that site visit had still not taken place, but Councillor Hyde was in the process of trying to chase up this meeting.
Fly Tipping – Noted that all tyres now removed.
Core Strategy – it was noted that this had circulated following last meeting and as a result of no issues being raised by Councillors, no comment had been returned from the Parish Council. The Clerk mentioned, however, that Councillor Hyde had reported that this documentation was now to be reviewed in the light of many objections being made to Hfds. Council from local Parish Councils.
Up Dates – Reports to Amey – Clerk had reported via PC IRIS broken signs at Cobblers Point and Woodfields and also pot holes at Biddlestone and Garrenhill. She had also spoken with Mr. J. Neil of Amey re pot holes in centre of Llangarron and noted these were now repaired. Mr. Neil had reported that he hoped to visit Llangarron for site visit shortly.
Llancloudy Speed – Clerk reported that she had letter of support from Councillor Hyde and had completed application as far as she could. She reported that Parish Council had to suggest suitable sites for speed survey and following discussion agreed to request speed surveys to be carried out adjacent to Turners Farm and entrance to Caravan site. Clerk to finalise application.
Double White Lines on A4137 – Clerk had established that Mr. R. Wallace of Amey was person to whom request should be made and had sent e mail to him. Clerk to chase up.
Winter Self Help Scheme – Noted that site at Messrs. Watkins property had been agreed by Amey. Discussion took place regarding Village boundaries and agreed Clerk to write to Whitchurch Parish Council to ensure that they would salt the road out from Whitchurch towards Llangrove to meet the boundary line. Discussion took place on salt bins and it was noted that Amey had reported that two bins were to be allocated to Llangarron Parish Council area this year and details of sitings were given to the meeting. It was also noted that Amey requested that all applications for salt bins went through Parish Council to avoid duplication. It was agreed not to purchase any more salt bins at this stage.
Llangrove Speed – Clerk reported that a police presence had been noted in Llangrove recently and the Policeman had indicated that this was the first of many visits when he would attend with Speed Gun.
Parish Lengthsman Scheme – It was noted that an invoice had been received from Mr. T. Griffiths in the sum of £555.96, but the Clerk reported that she had only been able to pay £446.69 on account as this was all that was left from previous year. At the proposal of Miss Cooper and seconded by Mr. Chamberlain it was approved that the Clerk paid the money on account as had been agreed at September Meeting. The Clerk had also spoken with Amey regarding applying for money due from 1st April, 2011 and they had agreed to release two quarters of the money and the Clerk had therefore applied for £1,899.00. On receipt of grant, the balance of £109.27 to be paid to Parish Lengthsman. It was noted that the Parish Lengthsman had raised certain defects on the Invoice and agreed Chairman to liaise with him on getting these resolved.
Pot Holes – the Pot Holes at Treducchan Farm, Llangrove and opposite Tretawdy Cottage, Llangrove were raised and agreed Clerk to report.
Report from S. Bryan – Clerk offered the apologies of Mrs. Bryan and reported in her absence that an account for £375 was due to be received. At the proposal of Mr. Harris and seconded by Miss Cooper it was agreed Clerk should pay on receipt. Mrs. Bryan had indicated that following receipt of this invoice there would be approximately enough money left from 2011 grant for one half days work and she requested permission from Parish Council if they could top this up out of Parish Council money to make one full day’s work to make it viable for the team of volunteers to come out. The figure in question would not exceed £100. At the proposal of Mr. Harris and seconded by Miss Cooper it was agreed to follow this route.
Legal Status Up Date - Miss Cooper reported that she was struggling to find the time to complete the necessary paperwork for this task and she had therefore enlisted the help of the walking group at Llangrove to do some of the work. It was noted that it would all come back to the Parish Council finally to sign off and send on to Footpath Department at Amey for approval.
DMS/112803/FH – Proposed installation of dormer windows in front of dwelling at Redcroft, Llangarron, Ross on Wye, Hfds. for Mr. P. Hughes. The Parish Council have no objections to this Planning Application.
DMS/113212/F – Demolition of existing dwelling and attached outbuilding and construction of replacement dwelling and detached garage at The Laurels, Llangrove, Ross on Wye, Hfds. for Mr. J. Travis. The Parish Council have no objections to this Planning Application.
At the proposal of Mr. Harris and seconded by Mr. Chamberlain it was agreed to pay £35.00 to Information Commissioner in respect of Data Protection.
At the proposal of Miss Cooper and seconded by Mr. Chamberlain it was agreed to pay Clerks Salary for the period 1st October, 2011 to 31st December, 2011 in the sum of £446.53 less PAYE of £89.20 = £357.33.
At the proposal of Miss Cooper and seconded by Mr. Harris it was agreed that the Clerk should pay BOSS the sum of £55.15 in payment of Stationery supplies.
At this point, the meeting was opened to the public to allow Mrs. Sullivan to explain what was being organised and planned. She outlined what had been done to date and gave a breakdown of planned programme. The meeting was then closed to the public and the Clerk indicated that following the last meeting she had researched the possibility of giving a donation/grant to the organising committee in respect of the event in June 2012. She had taken advice from Mr. M. Walker of HALC and it was suggested the best way was to give donation via the The Local Government (Misc. Provisions) Act 1976, section 19 which allowed Parish Councils to donate to a voluntary organisation for an activity such as was planned. Following discussion it was proposed by Mr. Harris and seconded by Mrs. Fisher to donate £200 to the event. It was suggested that accounts should be produced and that any money left over at the end should be split between the 4 Parishes involved.
The Clerk gave copies of the figures she had prepared to the meeting and these were discussed at length. It was proposed by Miss Cooper and seconded by Mr. Harris that the Precept request be made in the sum of £5,000 for the year 2012/13.
