Archived Llangarron Parish Council Minutes

A Meeting of Llangarron Parish Council was held on Tuesday, 23rd February, 2010 at Llangarron Village Hall at 8.00 p.m. with Mr. G.E. Lane in the Chair.

Present    

Present at the Meeting were Councillors Bailey, Brewer, Chamberlain, Harris, G.E. Lane, Morehead, Phillips and Pridgeon.  There were two members of the public present.

Apologies of Absence    

Apologies of absence were received from Hfds. Ward Councillor for Llangarron Mrs. J. Hyde and Councillors Cooper, F.J. Lane and Reynolds.

PUBLIC PARTICIPATION    

Mr. E. Dryzmalski – Planning Applications re Thatch Close, Llangrove.

Declaration of Interest 

No Declarations made.

Minutes of the last Meeting 

The Minutes of the Meeting held on Tuesday, 26th January, 2010 having been previously circulated, were taken as read, confirmed and signed as a true and correct record by the Chairman.

Matters Arising    

Planning Decisions: 

It was noted that these were all now being sent via e mail and not as a hard copy through post.

SW/092415/F and SW/092416/L – Conversion of listed barns and former chapel to form four dwellings at Trippenkennett Farm, St. Weonards, Hfds. for Messrs. R. and G. Williams.  Application Withdrawn.

SE/093013/S – Agricultural Steel Framed Barn at Merediths Barns, Llancloudy, Hfds. for Mr. Phillips.  Notice Received that Approval is not Required.

SE/092220/F – General purpose agricultural building at Agricultural Land at Langstone Court, Llangarron, Hfds. for Mr. F.J. Lane.  Planning Permission Granted.

SE/092787/O – Erection of dwelling in association with rural business at Site adjacent to Pond Workshop, Llangarron, Ross on Wye, Hfds. for Mr. D. Harris.  Application Withdrawn.

SE/092571/FH – Loft conversion into three bedrooms and two en suites. Raise main ridge by 1.3 m. Rear gable with French doors.  Raise ridge of rear annex with side apex dormer at Ashdown, Llangrove, Ross on Wye, Hfds. for Mr. Morgan.  Planning Permission Granted.

SE/100020/FH – Proposed first floor extension and alterations to existing cottage at Laburnum Cottage, Llangrove, Ross on Wye, Hfds. for Mr. B. Taylor.  Planning Permission Granted.

Other Matters:

Parish Freighter – Reminder was given that final visit on  27th February, 2010 – 11.00 a.m. until 1.00 p.m. and notices had been posted in Border News and on Notice Boards.

Annual Parish Meeting – Noted that this was scheduled for Tuesday, 23rd March, 2010 at Llangrove Village Hall at 7.30 p.m. with Miss Michelle Morgan of Amey invited as Guest Speaker.  Councillors were reminded that no Agendas would be sent for this meeting.


Highways ‑ Old Matters: 

Up Dates – The Clerk reported that she had raised all matters highlighted at previous meeting and had received acknowledgement from Amey that these jobs all now logged on.  She had also written to Mr. K. Shilton, Clerk to both Marstow and Whitchurch Parish Councils and had since had a telephone conversion with him and he had agreed that where areas of concern related to adjoining Parishes it was beneficial for both Parishes to report and liaise.

Salt Bins – Mr. Morehead queried that salt bins had not all been refilled and Clerk confirmed that she had already made a request for them to be refilled and it was hoped that this would take place shortly.


Parish Lengthsman – At the proposal of Mr. Harris and seconded by Mr. Phillips agreed to pay Mr. T. Griffiths the sum of £739.50.  Discussion followed on whether or not some of the work carried out by Parish Lengthsman was within his remit and agreed that Chairman would liaise with him again to outline what can and cannot be carried out.  It was also noted that the Clerk on payment of the aforesaid account would now be in a position to reclaim the final quarter payment due.  It was further noted that this could be held in hand until next financial year without any loss to Parish Council, if it had not been spent prior to 31st March, 2010.  Concern was also raised regarding jobs in Llangrove that had not been attended to, these being flooding at Sextys Farm area, adjacent to Tretawdy Cottage and also at the top of the lane leading down to Pipers Gate.  It was felt that all three of these areas required jetting and agreed Clerk should raise with Amey to get these done.


Highways New Matters    

Pot Holes in Tre Essey/Penguithal/Llancloudy area – Clerk reported that e mail had been received from John Wynds concerning Pot Holes and following discussion it was noted that the majority of these had already been logged.   However, Clerk to raise with Amey and chase up those already logged and add on those which had not been reported previously.  Areas of particular concern were Tre Essey Farm and Penguithal road.

Pot Holes in Llangrove – Clerk reported that e mail received from D. and L. Chambers regarding pot holes in the Llangrove to Whitchurch road and also adjacent to Chapel fields.  Clerk had responded that the pot holes in main road had been repaired to some degree and were better than they were and that Village Links had managed to secure repair of the lanes around the Village Hall.


Footpaths    

The Clerk reported that Mrs. Bryan was unable to attend, but she had commented EnviroAbility were due to visit to carry out some work to use up the remaining balance for the financial year ended 31st March, 2010.  Mrs. Bryan had also queried whether the Parish Council were interested in going into the scheme again next year.  The consensus was that yes the scheme was worthwhile and agreed Clerk to check whether the Scheme would be operating again for 2010/11.


Planning Applications    

DMSE100179/H – Removal of 300 m length of hedgerow at Biddlestone, Ross on Wye, Hfds. for Mr. P. Watkins.  It was noted that this item had already been dealt with by Chairman and Clerk as the return date had been prior to meeting date.  The Parish Council have no objections to this Planning Application.

SE/100206/FH and SE/100207/L – Proposed extension to existing single storey kitchen at Hanover, Llangarron, Ross on Wye, Hfds. for Ms. T. Naidoo.  The Parish Council have no objections to this Planning Application.

Return of Plans – It was noted that Hfds. Council had advised that it was no longer necessary to return Plans with Planning Applications.  Agreed to store for 3 years and then destroy, unless Clerk considered controversial and best kept for longer period.

Finance 

Petty Cash – At the proposal of Mr. Harris and seconded by Mr. Pridgeon it was agreed to pay Clerk the sum of £20 in respect of Petty Cash.

 

Affordable Housing 

Clerk had received reply from Mr. K. Parry who explained that owing to his absence from work, matters had not moved forward.  He was still awaiting communication from Lavender Cottage owners and would now endeavour to chase this up and if this proved negative, would then start to contact all other site owners.


Litter and Dog Fouling     

Clerk reported that she had finally made contact with Dog Warden who had confirmed that the only way offenders could be caught was if seen by Dog Warden and within 40 m.p.h. or less speed restriction.  He highlighted that rules were changing from 1st April and there would be on spot fine of £50 which could be charged by Dog Warden and Community Police Officers.  There would be a lot of press coverage at that time highlighting new law and it was hoped that this would help.  Agreed Clerk to write and explain to the resident from Llancloudy who raised this issue and also place advert in Border News and on Notice Boards.

Shaping Our Place 2026    

All members had now read the paperwork and Miss Brewer and Mr. Pridgeon had attended a meeting on this matter.  Agreed that all Councillors should endeavour to complete a questionnaire personally as opposed to a response from the Parish Council, as all members would have a different view point.

Hfds. Voluntary Action

DWF LLP

With regard to letter received from DWF LLP and their request for copies of maps in respect of Thatch Close, agreed Clerk should respond that as Parish Council paid no copyright fees, no copies of maps could be provided.

With regard to letter received from Scrutiny Committee of Hfds. Council regarding Winter Weather and responses to it, this was discussed.  Agreed Clerk should respond thanking them for what they did do and acknowledge that a lot of local people also helped themselves.  Agreed to make suggestion that there was definitely a lack of salt and gritting taking place and perhaps the local Contractors who were paid to come through and clear snow could have a central supply of salt and be allowed to grit at the same time as they went through with plough.

Any Other Business    

Wheelie Bins – Clerk reported that following discussion with Waste Section of Hfds. Council and also Councillor Jarvis, it was hoped that the bins to the Trereece area would be delivered shortly.  She had also raised with Councillor Jarvis the matter of lack of bins in certain areas of Llangrove and the fact that many people had to use bags.  He had requested list of such properties and he would look into same.  Agreed Clerk to persue this matter.

Web Site – the Clerk apologised for the fact that this was still not up and running and confirmed that it was more her fault that anyone else’s purely from lack of time.  However, she did hope to meet with Mr. Maddrell and get things moving shortly.

There being no further business, the Chairman closed the meeting at 9.30 p.m.

The date of the next Meeting to be Tuesday, 30th March, 2010 at 8.00 p.m. at Llangrove Village Hall.
