Minutes of Llangarron Parish Council

Meeting of Llangarron Parish Council was held on Tuesday, 30th March, 2010 at Llangrove Village Hall at 8.00 p.m. with Mr. G.E. Lane in the Chair.

Present Present at the Meeting were Councillors Bailey, Brewer, Cooper, Harris, F.J. Lane, G.E. Lane, Phillips and Pridgeon.  There were two members of the public present.
 
Apologies of Absence Apologies of absence were received from Hfds. Ward Councillor for Llangarron Mrs. J. Hyde and Councillors Chamberlain, Morehead and Reynolds.
 

PUBLIC PARTICIPATION 

Mr. T. Hancox – Parish Freighter and Affordable Housing.

Declaration of Interest 

P.J. Bailey in respect of discussion re Clerks Salary.

Minutes of the last Meeting 

The Minutes of the Meetings held on Tuesday, 23rd February, 2010 and Tuesday, 23rd March, 2010 having been previously circulated, were taken as read, confirmed and signed as a true and correct record by the Chairman.

Matters Arising

Planning Decisions: 

SE0009/1272/F – Removal of condition three of planning permission DCSE2009/0422/F – this permission shall be implemented only in lieu of, and not in addition to, the Planning Permission DCSE2008/0968/F dated 2nd June, 2008 at Dovecote Care Home, Llangarron, Ross on Wye, Hfds. for Dreamcare Homes Ltd.  Planning Permission Granted.


SW/100093/F and SW/100094/L – Conversion of listed barns and former chapel to form four dwellings at Trippenkennett Farm, St. Weonards, Hfds. for Messrs. R. and G. Williams.  Planning Permission Granted.


SE/100001/F – Proposed alterations and extension to unit 3 of three holiday let units under DCSE2009/1736/F at Thatch Close, Llangrove, Ross on Wye, Hfds. for Mr. E. Dryzmalski.  Planning Permission Refused.


SE/100206/FH and SE/100207/L – Proposed extension to existing single storey kitchen at Hanover, Llangarron, Ross on Wye, Hfds. for Ms. T. Naidoo.  Planning Permission Granted.

 

Enforcement Appeal – It was noted that copy of the Appeal Notice in respect of Enforcement Order for Mr. D. Gundy of Little Trewen Farm, Whitchurch, Ross on Wye, Hfds. had been received from The Planning Inspectorate and Hfds. Council and it was agreed to circulate amongst Councillors.  It was noted that the Appeal had failed and that the Enforcement Order would be upheld.


Other Matters:


Parish Freighter – Noted that final visit had taken place on 27th February last and had been very successful.  A letter had been received from Mr. T. Hancox asking whether the Parish Council would consider organising just one visit per year, as this service was so valuable to those who used it.   Discussion followed and suggestions put forward were whether a private firm could operate the service more cheaply and whether it would be legal for people/groups to contribute to the service.  It was agreed that Clerk would liaise with H.A.L.C. and take their advice on the matter and Mr. T. Hancox was asked to make enquiries from groups within Llangrove, to ascertain whether they would be willing to donate.  Agreed to place on next Agenda for further discussion.


Recycling in Llangrove – it was noted that following February Meeting the Clerk had written to Councillor Jarvis with a list of all properties affected by lack of door to door collection.  A reply had been received and it was noted that Hfds. Council were investigating the issues raised.

Highways  Old Matters: 

Up Dates – The Clerk reported that she had raised all matters highlighted at previous meeting and had received acknowledgement from Amey that these jobs all now logged on. 


Parish Lengthsman – At the proposal of Mr. Harris and seconded by Mr. Pridgeon agreed to pay Mr. T. Griffiths the sum of £293.99.  The Clerk reported that Mr. Griffiths had spoken with her prior to meeting to suggest that there was a further Invoice to come which would go over the Budget for the year, and in order to prevent this he was going to hold back one day’s work and charge on next Invoice.  It was noted that this would now not be able to be paid until next meeting, as Invoice not received to adopt.  The Clerk also reported that the final quarter of £1,160.50 had been received together with an Invitation to proceed with Scheme for next financial year at total cost of £3,798.00.  Discussion followed again on the fact that Mr. Griffiths was going ahead and doing work which was outside his remit, was overspending the Budget, which could be withdrawn at any time and if this did happen could leave the Parish Council in an awkward position.  It was finally agreed that the Clerk would write to him and state that the Contract had been offered to the Parish Council again, but prior to offering the work to him the Parish Council wanted written assurance that he would stay within remit (copy of original Agreement to be sent to him), accept that the Budget was much lower this year and that he had to stay within its boundaries and finally that prior to commencing any additional work he would firstly contact Chairman who would give approval or otherwise.

Highways New Matters 

Llangrove to Welsh Newton Road – F.J. Lane reported that Welsh Newton Parish Council through the Parish Lenthsman Scheme were clearing and making good the unclassified road which led up to the Common.


Overgrown Hedge at Shoppe Cottage – Miss Brewer raised the issue of the hedgerow at this property which was overgrown and necessitating drivers to go out into road to pass safely.  Agreed Clerk to write and raise with owners.


Stoney Bridge – Mr. Harris commented that the markers at Stoney Bridge had been knocked out, but it was noted that this happened on a regular basis and were not really substantial enough for the job they did.

 

 

Footpaths 

The Clerk reported that the annual return for the past financial year had been received and that Mrs. Bryan had kindly completed this and it had now been sent back.  Hfds. Council had also forwarded the invitation to sign up again for the next financial year in the sum of £1,250 and following discussion with Chairman, it had been agreed to go ahead and sign up as request had to be returned prior to 31st March, 2010.  Clerk and Mrs. Bryan had therefore completed application form and all had now been returned.

 

Planning Applications 

DMSE/100318/E – To provide new 3 phase electricity supply at Hill Farm, Llancloudy, Hfds. for Central Networks. The Parish Council have no objections to this Planning Application.


DMSE/100567/F – Alterations and extension, proposed barn conversion, change of use of part of existing agricultural holding land into domestic curtilage at Lower Woodfield, Llangarron, Ross on Wye, Hfds. for Mr. and Mrs. J. Harvey.  The Parish Council have no objections to this Planning Application.


DMSE100469/FH - Proposed erection of lattice screen above garage roof at Meadowside, Llangrove, Hfds. for Mr. A. Smail.  The Parish Council have no objections to this Planning Application.


 
Finance

Audit – It was noted that the necessary paperwork had been received in respect of Audit and this work was to be carried out by Mazars.  Clerk to attend to completing documentation.


Payments – At the proposal of Mr. Harris and seconded by Mr. Phillips it was agreed to pay Chairman the sum of £100 in respect of Chairman’s Allowance.  At the proposal of Mr. Pridgeon and seconded by Miss Cooper it was agreed to pay Llangrove Village Hall the sum of £60 in respect of Hall Hire.  At the proposal of Mr. F.J. Lane and seconded by Mr. Pridgeon it was agreed to pay Llangarron Village Hall the sum of £45 in respect of Hall Hire.  At the proposal of Mr. Harris and seconded by Miss Brewer it was agreed to pay Clerk Salary for the period 1st January, 2010 to 31st March, 2010 in the sum of £446.53.  At the proposal of Mr. Pridgeon and seconded by Miss Cooper it was agreed to pay BOSS the sum of £49.35 in respect of purchase of Ink Cartridges.

  
Annual Parish Meeting 

It was noted that this had been reasonably well attended and that an interesting and informative brief had been given by Mr. A. Middlecote of Amey.

 

 

Affordable Housing 

It was noted that no further reply had been received from Mr. K. Parry following his letter of 14th February last and it was agreed that the Clerk should chase this issue up again.

 

Relaunch of Web Site

At this point in the meeting Mr. R. Maddrell who had kindly prepared the new Web Site gave a brief on the same and was able to show members exactly what the site could do.  All those present were impressed with the new site and it was noted that it was now fully operational and that the Clerk would advertise the same.  At the proposal of Miss Cooper and seconded by Mr. Pridgeon it was agreed to thank Mr. Maddrell for his work and to pay him £25 for the domain name when Invoice received.

With regard to newsletter from HALC it was noted that new Standing Orders were now available and agreed Clerk to look further into this item prior to next meeting.

 
Any Other Business 

No items raised.

 

There being no further business, the Chairman closed the meeting at 9.40 p.m.

The date of the next Meeting to be Tuesday, 27th April, 2010 at 8.00 p.m. at Llangarron Village Hall.
