The Minutes of the Meetings held on 29th November, 2011 and 17th January, 2012 having been previously circulated, were taken as read, confirmed and signed as a true and correct record by the Chairman.
Planning Decisions:
DMS/112560/FH – Proposed single storey and two storey extensions at Little Tre Evan. Llangarron, Ross on Wye, Hfds. for Mr. S. Shilcock. Planning Permission Granted.
DMS/112868/F – To retain the unauthorised redevelopment of existing playground, this redevelopment comprises the provision of raised timber platform around an existing tree, with a raised link to existing tower at Llangrove Village Hall, Prospect Lane, Llangrove, Ross on Wye, Hfds. for Llangrove Village Hall Management Committee. Planning Permission Granted.
DMS/112803/FH – Proposed installation of dormer window in front of dwelling at Redcroft, Llangrove, Ross on Wye, Hfds. for Mr. P. Hughes. Planning Permission Granted.
DMS/113212/F – Demolition of existing dwelling and attached outbuilding and construction of replacement dwelling with detached garage at The Laurels, Llangrove, Ross on Wye, Hfds. for Mr. J. Travis. Planning Permission Refused.
Grove Farm, Llangrove – It was noted that site visit had now taken place and that further communication was now awaited from Hfds. Council who had gone away from the meeting to take on board the comments raised by local residents.

Highways Old Matters:
Up Dates – Reports to Amey – Clerk had reported via PC IRIS pot holes raised at previous meeting and noted these now repaired. Llancloudy Speed – Noted application submitted and that speed survey strips now in place. Agreed to await further contact from Amey. Double White Lines on A4137 – Clerk reported on e mail received from Mr. Wallace of Amey who had outlined criteria for double white lines and had suggested that he would revisit site in spring to take measurements, etc. He had also requested further details of the problems being experienced at this site and it was agreed to comment that motorists trying to leave A4137 at the junctions felt threatened by the speed of traffic and the possibility of overtaking. Clerk to respond accordingly. Winter Self Help Scheme – Noted that everything was now in place for this scheme to operate and that Chairman would liaise with Watkins Contractors as and when required. The Clerk had reported on bins that had not been filled by Amey and these had now been done. She also commented that it had been confirmed by Amey that it was their responsibility to refill bins and this was not part of the Winter Self Help Scheme. Mr. F.J. Lane reported that there was a severe lack of salt bins from Llangarron to Langstone and also from Dovecote to Llangrove. Clerk to raise this with Amey to see if they could supply, if not Mr. Bailey to try and obtain some free bins for filling by Amey.
Parish Lengthsman Scheme
It was noted that the 1st and 2nd instalment of Grant for 2011/12 had been received in sum of £1,899.00 and also that an invoice had been received from Mr. T. Griffiths in the sum of £1,162.79. At the proposal of Mr. Harris and seconded by Mr. Fisher it was approved that the Clerk paid the Invoice. It was noted that the Parish Lengthsman had raised certain defects on the Invoice and agreed Chairman to liaise with him on getting these resolved.
Panbrook Resurfacing – it was noted that work was going on in this area to improve surface and alleviate risk of flooding.
Speed Limits on U71208/U71211 – This item had been raised by a member of the public living in the locality of Biddlestone who considered that the speed of traffic was excessive. Following discussion it was proposed by Mr. Morehead and seconded by Mrs. Fisher that Clerk should write to Mr. Wallace of Amey and request his advice as to whether a 30 m.p.h. limit could be put on the whole length of the U71208 to Langstone and then the U71211 from Langstone through to Llangarron.
Pot Holes – were raised were raised at Kilreague to Tre Essey Crossroads and from Tre Essey Crossroads through to B4521; Symonds Trewen Farm and Laburnum Cottage, Llangrove.
Grass in centre of road – Mr. Morehead reported that the grass was growing in the centre of the road again on U71209 and also on the C1250 from Verlands to High View and agreed Clerk to report.
Parish Walk – The Clerk reported that Mrs. J. Davies of Amey had sent out an e mail reminding Parish Councils that a Parish Walk was still available if Parish Councils so requested. Agreed Clerk to arrange and Mr. Harris would meet with whoever they sent out.
Llancloudy Junction – Mrs. Hayward produced photographic evidence of recent damage carried out at the junction of the A466 with U71217, which she understood had been caused by tractors turning to access field at Park Farm, Llancloudy. Agreed Clerk to submit photographs to Amey and ask for their suggestions as to how this can be stopped, i.e. bollards, etc. The safety of children waiting for buses in this area to be taken into account.
EnviroAbility – the Clerk reported that an account had been received from EnviroAbility following last meeting in the sum of £359.43 and this had now been paid as agreed at last meeting. This left a balance in hand of £96.47 and it was noted that Mrs. Bryan had a day’s work lined up to use this up with a top up from the Parish Council to fund the day’s work charge of £175.
LG49 Part – it was noted that this order was now in place and had been confirmed.
Report from S. Bryan – Mrs. Bryan gave a report and detailed the work still to be done.
Legal Status Up Date - Noted Miss Cooper absence - leave for next agenda.

Statement of Accounts:
Deposit Account - £4,797.37 and Current Account - £3,946.87 less £96.47 Parish Paths Scheme, £1,162.79 to be paid to Parish Lengthsman and £626.94 in hand for Parish Lengthsman Scheme.
Following discussion it was agreed to split the Councillors chairs and angle them forwards towards members of the public, but to have no tables.
Clerk advised that Parish Council had been invited to take up this Grant but as the Parish Council had no authority over either Village Halls in the vicinity, it had been agreed by Chairman and Vice Chairman to pass on this paperwork to both Llangarron and Llangrove Village Halls. It was noted that Llangrove were going ahead with their application and Llangarron were still in the process of discussing. It was further noted that if a Village Hall could provide Broadband access this would obviously help Parish Council over the issue of showing plans at meetings.
Noted this was scheduled for Tuesday, 20th March, 2012 at Llangrove Village Hall at 7.30 p.m. Discussion took place on question of suitable Speaker and the idea of Neighbourhood Planning was put forward. Agreed Clerk to contact Andrew Ashcroft of Hfds. Council or Councillor Brian Wilcox, both of whom had a good understanding of the subject matter.
