Minutes of Llangarron Parish Council

A  Meeting of Llangarron Parish Council was held on Tuesday, 30th November, 2010 at Llangrove Village Hall at 8.00 p.m. with Mr. G.E. Lane in the Chair.

Present Present at the Meeting were Councillors Bailey, Brewer, Cooper, Harris, G.E. Lane, Phillips and Pridgeon.  There were 2 members of the public present.

Apologies of Absence

Apologies of absence were received from Herefordshire Ward Councillor for Llangarron Mrs. J. Hyde and Councillors Chamberlain, F.J. Lane, Morehead and Reynolds.

PUBLIC PARTICIPATION 

T. Hancox – Amber Flashing Lights at Llangrove School and Speed Reductions throughout the Village of Llangrove.

Declaration of Interest

P. Bailey – Discussion re payment of Clerks Salary.

Minutes of the last Meeting 

The Minutes of the Meeting held on Tuesday, 26th October, 2010 having been previously circulated, were taken as read, confirmed and signed as a true and correct record by the Chairman.

Matters Arising

Planning Decisions:

It was noted that no Planning Decisions had been received.

Other Matters:

No items raised.

Highways  Old Matters:

Up Dates

Salt Bins - it was noted that up date had been received from Michelle Morgan of Amey stating that all bins had been sited.  It was noted that there was still an urgent need for Bins at Garrenhill area, Llangarron and also Trereece area of Llangarron and that local residents has offered to supply bins if Amey would supply salt.  Agreed Clerk to raise this with Amey. 

Pot Holes – it was noted severe pot hole adjacent Llangrove School had now been repaired.

Amber Flashing Lights at Llangrove School - The Clerk reported that following last meeting she had received confirmation from Mr. Wallace, Senior Engineer, Amey that the existing School warning signs at Llangrove would be replaced with amber Flashing Lights and work would be completed prior to the end of the present financial year.

BT Poles – Noted that the Clerk had written to BT but to date no response received.

Trewaugh Sign – It was noted that the sign at this junction still remained absent and agreed Clerk to chase up.


Parish Lengthsman Scheme – An Invoice had been received from Mr. T. Griffiths in the sum of £232.65 and at the proposal of Mr. Pridgeon and seconded by Mr. Harris it was agreed to pay the same.

 

Highways New Matters 

Sunken Drain Cover – it was noted that there was a Drain Cover which had sunk in the road adjacent to Bernithan Court Farm and was causing problems to road users.  Agreed Clerk to report.


Pot Holes – it was noted that the T junction in Llangarron had pot holes requiring attention – agreed Clerk to report.


Request by Pixley Parish Council – it was noted that although this item had been placed on Agenda it had subsequently transpired that the request had been sent in error.

 
Footpaths 

Report from Mrs. S. Bryan – the Clerk reported in her absence that EnviroAbility had visited again and had carried out works at LG1 and LG3.  A report had been received from Mr. T. Thompson, Area Rights of Way Officer at Amey detailing reports that had been made to them concerning problems on Footpaths in the area covered by Llangarron Parish Council.  Mrs. Bryan was in the process of going through this list.


Legal Status of Footpaths – The Clerk reported that the paperwork for this had now been received and Miss S. Cooper agreed to read through same.

 

Planning Applications 

No applications received.
 


Finance 

Payments – At the proposal of Mr. Phillips and seconded by Miss Brewer it was agreed to pay Information Commissioner the sum of £35. At the proposal of Mr. Harris and seconded by Miss Cooper it was agreed to pay Mrs. J. A. Bailey the sum of £446.53 in respect of Clerks Salary for the period 1.10.10 to 31.12.10.

Budget and Precept 

The Clerk had prepared a suggested Budget and this was gone through in detail and it was noted that to meet bear minimum running costs with a small buffer, a request of £4,500 would be needed.  Discussion also focused on the elections due for 2011 and it was agreed that with the Deposit Account standing at £4,787.79 there was sufficient funds in hand without going high on the Precept request.  It was therefore agreed that the Precept request should be £4,500.


 
Llangrove C of E School 

At this point in the Meeting, the Meeting was opened to allow Revd. S. Mondon, Vice Chair of Llangrove School to address the meeting.  Revd. Mondon advised that School life was continuing and that a successful Craft Fair had taken place and that preparations were in hand for the usual Christmas activities.  He also reported that the Head Teacher, Mrs. C. Beeks, would be leaving at the end of the term.  He also advised that the Governors with the full support of the parents of the School had agreed to form a Federation with Lord Scudamore School of Hereford who had already federated with Kings Caple and Sutton St. Nicholas.  He commented that this decision had not been taken lightly, but a great deal of effort and thought put into the idea and all other avenues explored.  He felt that the right decision had been made and that as from January 2011 Lord Scudamore would take over management of the School and as from September 2011 it would be completely finalised.  He reported that all concerned felt it was a very positive move, which was right for the School and hopefully the fantastic success already enjoyed by the three Schools already in the partnership could now be enjoyed by Llangrove.  The Chairman on behalf of the Parish Council thanked him for his report and offered the full support of the Parish Council.

 

War Memorial and Tree Adjacent 

Mr. Pridgeon commented that he had noted along with others that the War Memorial was looking a little tired and in need of a cleanup.  He reported that British Legion may be able to help with some of the costs.   Mr. Pridgeon offered to obtain some quotes, etc. for cleaning and to ascertain exactly what grants were available.  Mr. Harris proposed and Mr. Phillips seconded that he be allowed to do this and bring back findings to a future meeting.  With regard to tree adjacent, Mr. Pridgeon felt that the tree required trimming back, but not complete removal.  He would undertake to do this in due course.

 

Tree Preservation Order 

Mr. Pridgeon reported that there was a Sycamore Tree in the hedgerow at the Driveway to Marks Farm which should be preserved.  Agreed Clerk to apply for a Preservation Order to be placed on this Tree.

 

Hfds. Council Transport Strategy 

It was noted that this was on Web Site of Hfds. Council for viewing and it was agreed that the Parish Council were happy with proposals.

There being no further business, the Meeting was closed by the Chairman at 9.05 p.m. , who wished all present a Happy and Peaceful Christmas.

The date of the next Meeting to be Tuesday, 25th January, 2011 at 8.00 p.m. at Llangarron Village Hall.
