A Meeting of Llangarron Parish Council was held on Tuesday, 26th January, 2010 at Llangrove Village Hall at 8.00 p.m. with Mr. G.E. Lane in the Chair.

Present

Present at the Meeting were Councillors Bailey, Brewer, Harris, G.E. Lane, Morehead and Pridgeon. There was one member of the public present.

Apologies of Absence

Apologies of absence were received from Hfds. Ward Councillor for Llangarron Mrs. J. Hyde and Councillors Chamberlain, Cooper, F.J. Lane, Phillips and Reynolds.

Public Participation

Mr. T. Hancox - Clearance of snow and appreciation of local residents who carried out work.

Mr. T. Hancox - BT Box Llangrove.

Mr. T. Hancox - LG46 and LG47 Llangrove.

Declaration of Interest

P.J. Bailey - Discussion re Planning Application SE/100001/F - Thatch Close, Llangrove.

Minutes of the last Meeting

The Minutes of the Meeting held on Tuesday, 24th November, 2009 having been previously circulated, were taken as read, confirmed and signed as a true and correct record by the Chairman.

Matters Arising

Planning Decisions:

None Received.

Planning Meeting - It was noted that the Application SE/092571/FH - Ashdown, Llangrove, Ross on Wye, Hfds. was to be considered at Southern Area Planning Sub Committee and that it had been agreed not to send a representative to add further to comment returned. Noted that this application had since been approved.

Other Matters:

Parish Freighter - This was booked for one final visit on 27th February, 2010 - 11.00 a.m. until 1.00 p.m. and notices had been posted in Border News and on Notice Boards.

BT Phone Boxes: Llangrove - The Clerk reported that she had now received signed agreement back from Llangrove Village Hall Management Committee. It was also noted that no account had been received from E.on in respect of electricity charges. Agreed to leave matter in abeyance and remove from future agendas.

Highways

Old Matters:

Up Dates - The Clerk reported that she had again raised the matter of the Tre Essey road and reply received that repairs would be put in hand.

Parish Lengthsman - At the proposal of Mr. Harris and seconded by Mr. Pridgeon agreed to pay Mr. T. Griffiths the sum of £332.75 and it was noted that there was a considerable amount of money still in hand for the year end 31st March, 2010.

Highways New Matters

Wheelie Bins - Mr. Harris raised the matter of properties in the Trereece area not receiving Wheelie Bins. The residents had tried to make contact and it was agreed that Clerk should speak to Hfds. Council to ascertain what was happening with the delivery of Bins to this area.

Salt Bins - It was agreed that Clerk should request that all salt bins should be refilled and also request extra bins for Garrenhill, Langstone, Trereece Mill and Grove Farm road.

Pot Holes - it was appreciated that there were many, but agreed to raise attention to the following Llangrove - Treduchan Farm, Shoppe Cottage, Llangrove School, Sextys Farm, Hill Top Farm pitch; Llangarron - Stoney Bridge Lane, Ruxton to Pumping Station, Upper Fields Cross roads to Tregwnyt, Panbrook, Trewaugh Farm, and Glewstone - Glewstone Road. It was appreciated that some of these were in Marstow Parish and some in Whitchurch, but agreed Clerk to raise on Llangarron list and copy to respective Parish Councils and request their acknowledgement of the same.

Drains - it was noted that there was a severe pot hole exposing a drain at Ruxton, Llangrove. This matter had already been reported and agreed Clerk to chase up.

Survey - Amey had submitted a survey to be completed regarding the transfer of their services as from September when they took over from Hfds. Council. This was gone through and completed.

Salt Shortage - it was discussed that during the recent bad weather, there had been a shortage of salt and residents had been disappointed to note that some residents took salt for their own personal use as opposed to using it on the roads. Agreed Clerk to liaise with Amey and establish the exact legality of this situation and then submit copy to Border News and Notice Boards advising residents of the correct procedures and how disappointing it was to note that some people had acted selfishly.

Footpaths

The Clerk reported that Mrs. Bryan was unable to attend, but she had commented that there was nothing to raise at present time.

Planning Applications

 

SE/092571/FH (Amended Plans) - Loft conversion into three bedrooms and two ensuites. Raise main ridge by 1.3 m. Rear gable with French doors. Raise ridge of rear annex with side apex dormer at Ashdown, Llangrove, Ross on Wye, Hfds. for Mr. Morgan. The Parish Council unanimously do not support this Planning Application as we feel it is intrusive to the neighbouring property and extremely large for the plot of ground.

SE/100020/FH - Proposed first floor extension and alterations to existing cottage at Laburnum Cottage, Llangrove, Ross on Wye, Hfds. for Mr. Bill Taylor. The Parish Council have no objections to this Planning Application.

SW/100093/F and SW/100094/L - Conversion of listed barns and former chapel to form four dwellings at Trippenkennett Farm, St. Weonards, Hfds. for Messrs. Williams. The Parish Council have no objections to this Planning Application.

SE/100001/F - Proposed alterations and extension to unit 3 of three holiday let units under DCSE2009/1736/F for Mr. E. Dryzmalski. The Parish Council have no objections to this Planning Application.

 

Finance Statement of Accounts

Clerk reported that interest of £12.29 had been received from NSB Account giving a total held of £4,787.79 and current account stood at £3,290.52.

Payments - At the proposal of Mr. Pridgeon and seconded by Miss Brewer it was agreed that it was in order to pay £40 to Hfds. Council in respect of Parish Freighter.

Annual Parish Meeting

Noted that this was scheduled for Tuesday, 23rd March, 2010 at 7.30 p.m. at Llangrove Village Hall. Agreed to invite Amey to attend and give a brief on their service and works involved. Noted no Agendas sent for this meeting.

Affordable Housing

Noted that no further communication received - Clerk to chase up.

Litter and Dog Fouling

Clerk had received an e mail from Llancloudy Resident who was disappointed with amount of Litter and Dog Fouling happening in her area. Clerk was in the process of liaising with Dog Warden and when the correct legislation obtained, she would advise local resident.

Shaping Our Place 2026

A consultation was taking place by Hfds. Council in respect of Document to be produced called Shaping our Place 2026. It was agreed to circulate and place on next Agenda.

Any Other Business

Llangarron BT Box - it was noted that glass was broken and agreed Clerk to raise and get repaired.

There being no further business, the Meeting was closed by the Chairman at 9:25 p.m.

The date of the next Meeting to be Tuesday, 23rd February, 2010 at 8.00 p.m. at Llangarron Village Hall.
