Present at the Meeting were Councillors Bailey, Brewer, F.J. Lane, G.E. Lane, Morehead, Phillips and Pridgeon. Also present were WPC Wendy Powell, Mrs. A. Fletcher of Age Concern and 2 members of the public.
Apologies of absence were received from Hfds. Ward Councillor for Llangarron Mrs. J. Hyde and Councillors Chamberlain, Cooper, Harris and Reynolds.
I. Trapp - Wheelie Bins and the lack of glass collection service at certain areas of Llangrove and possibility of a communal collection point at Village Hall.
Age ConcernMrs. A. Fletcher of Age Concern addressed the meeting on the services provided by Age Concern locally and what local residents could do to help those who needed to access these services.
No Declarations made.
The Minutes of the Meeting held on Tuesday, 29th September, 2009 having been previously circulated, were taken as read, confirmed and signed as a true and correct record by the Chairman.
It was noted that a letter had been received from Hfds. Council advising that Mr. and Mrs. Gundy were appealing against Enforcement Notice served on them. Discussion followed and it was agreed that Clerk and Chairman would compile letter to be sent in reply firmly stating that the Parish Council had opposed both sets of Planning Applications in regard to this site and believed that the Enforcement Notice should stand.
BT Phone Boxes
Llangarron - The Clerk confirmed that she had written objecting to the removal of working box and had received e mail confirming that it would not be removed but would still be monitored for future consideration
Llangrove - The Clerk reported that she had again spoken with BT over this matter and although all equipment had been removed she was still awaiting contract from BT to declare that Parish Council were now owners. Clerk to chase this matter up again.
Up Dates- The Clerk reported that she had now spoken with Mrs. C. Berkeley re the C1248 and the severe pot holes adjacent to Little Bernithan Farm. She had confirmed that work had been inspected and repairs ordered.
Parish Lengthsman- Noted that no Invoices received.
November Visit - It was noted that Amey were due to visit again in November and the majority of works required to be done were now logged in. However agreed to raise the Stoney Bridge Lane which had numerous pot holes.
Tre Essey Crossroads - it was noted that these lines had still not been repainted and WPC Powell requested information, as she may be able to get this work done more quickly if considered hazardous from road safety point of view. Clerk to forward details to her
The Meeting was opened to allow Mrs. Bryan to speak. She highlighted an error in previous Minutes which should have read Franks Lane leading from Dovecote to Trereece and not Trecilla. She advised that excellent work had been carried out by the EnviroAbility people and a good amount of work had been carried out with the Budget allowed of £1,200. She hoped that if the scheme was taken up again next year that more style would be replaced with Kissing Gates, which made for better access by all. Clerk advised that two Accounts had been received from EnviroAbility - firstly for £519.26 leaving £74.21 unspent from the original £1,200 Grant and secondly for £336.68 leaving £163.32 left to spend out of the allocated £500 from the Parish Council funds to spend on Franks Lane. At the proposal of Mr. Pridgeon and seconded by Mr. F.J. Lane it was agreed to pay same. Clerk advised that she had also with the permission of the Chairman sent a letter to EnviroAbility supporting their excellent service so that they could use the letter in their efforts to get more Parish Councils on board. Meeting closed to the public.

Budget Review - Budget Review - Clerk advised that Precept would be formulated at next Meeting and requested that all members advised of any expenditure they wished to be considered.
Clerk advised that she had written to Mr. Parry as requested at last meeting and he had confirmed that all landowners on the suggested list would be contacted. Agreed to leave matter in abeyance.
All members were now in agreement for this to be publicised.
It was noted that this item was still circulating and agreed that as soon as it was back to Clerk, she and Chairman would formulate reply based on comments put down by Councillors as it circulated..

Water Mains Renewal - F.J. Lane advised that he had heard that the Water Pipes leading from Goodrich, Whitchurch to Llangrove were to be replaced. The Clerk confirmed that she had not received any notification.
WPC Wendy Powell - Reminded those present that Fuel Thefts were on the increase again and also to be on the lookout for Motor Cross Events in the area, as she wanted to be kept informed of these as they took place.
